Who Is Harvey Barnard?

Harvey F. Barnard was a visionary thinker, a crusader for economic justice, and a voice of change in a world hungry for solutions. He was the man behind the legendary National Economic Stabilization and Recovery Act. His story is one of curiosity, determination, and a relentless pursuit of truth.

Harvey F. Barnard was a passionate advocate for economic reform. His journey into this world began not in boardrooms or legislative assemblies but in the trenches of practical problem-solving. Trained as a systems troubleshooter and a technical consultant, he possessed a unique talent for dissecting complex systems and identifying their underlying flaws.

In the late 1960s, a chance remark by a professor sparked a fire within Harvey. The professor suggested that social and economic problems could be analyzed and solved using industrial problem-solving techniques. This remark ignited a new passion within Harvey and set him on a lifelong quest to disentangle the intricacies of America’s economic system and propose tangible solutions to address the challenges.

Driven by a deep sense of purpose and a vision for change, Barnard dedicated decades of his life to researching, analyzing, and advocating for economic reform to build a more equitable society.

Draining the Swamp is the culmination of Barnard’s years of research and reflection – an earnest attempt to offer a new vision for economic justice and prosperity that he earlier presented to Congress as the National Economic Stabilization and Recovery Act.

National Economic Stabilization and Recovery Act

The National Economic Stabilization and Recovery Act, or, as commonly referred, NESARA, aimed to abolish the Federal Reserve System and instead introduce a new asset-backed currency, replace income taxes with a national sales tax, and provide debt forgiveness for certain individuals and institutions. Additionally, it included provisions for new elections and the restoration of constitutional law. Though NESARA was never enacted into law, it holds a strong potential for resolving a range of economic and social issues our country has long struggled with. Draining the Swamp outlines the propositions NESARA had put forward. It is a comprehensive blueprint for reshaping America’s economic landscape. It proposes alternatives to help abolish the unfair taxation systems and empowers individuals to reclaim their financial future.

Mission and Vision

At the heart of Harvey’s work was a commitment to economic justice and empowerment. Guided by the principles of integrity, empathy, compassion, and innovation, Harvey’s mission revolved around changing the existing economic landscape and creating a world where every individual could live comfortably and have the opportunity to thrive.

Barnard’s overarching goal was to challenge the status quo and advocate for systemic change that prioritizes the needs of ordinary citizens over special interests. He advocated for transparency, accountability, and ethical governance and aimed to dismantle entrenched power structures for a more equitable distribution of wealth.

Today, his mission is being carried forward by his daughter, Dionese, who also envisions a society where economic prosperity is not a privilege reserved for the few but a fundamental right enjoyed by all.
